Disposition notice

On October 16, 2026, the U.S. District Court for the Central District of California entered judgment in Khikar Shirinian's habeas case (No. ED CV 26-5941-E), adjudging that the petition is granted in part. Respondents were ordered to release Shirinian from detention immediately, subject to the conditions of his previous supervision. Respondents were also enjoined from any further re-detention of Shirinian absent at least seven days' notice and a pre-deprivation bond hearing before a neutral decisionmaker, at which the government bears the burden of proving by clear and convincing evidence that he is an unacceptable danger to the community or an unacceptable risk of flight. The one-page judgment (JS-6) was signed by United States Magistrate Judge Charles F. Eick, as expressly attributed in the public docket entry. The judgment contains no developed reasoning and does not reference a separate memorandum.
